Jane Keeper is Director of Operations at Refuge. Jane gained her CQSW in 1985 and went on to manage mental health and child protection work, and to develop policy and practice around domestic violence. She joined Refuge in 1991 to manage the original Chiswick refuge and now oversees all Refuge’s services including outreach services, refuges, culturally specific provision, independent advocacy (IDVA) services and the Freephone 24-hour National Domestic Violence Helpline (run in partnership with Women’s Aid).

Jane has also overseen the implementation of a distinctive specialist approach to casework management and a unique management system. In 2010 Refuge became the first domestic violence organisation to be awarded the internationally recognised ISO9001:2008 certificate for its specialist services.

Jane gained her MBA in 2000, focusing on the specific management challenges of delivering high quality domestic violence services. She also holds the Caada qualification.

Jane has trained numerous professionals in domestic violence and child protection issues. She was a member of the group which developed the new National Occupational Standards for the domestic violence and sexual violence sectors. Jane gave evidence to the Communities and Local Government Select Committee on Supporting People (2008) and to the Public Bill Committee on the Crime and Security Bill (2010).

Jane has trained numerous professionals in domestic violence and child protection issues. She was a member of the group which developed the new National Occupational Standards for the domestic violence and sexual violence sectors.

Whilst at Refuge, Jane has overseen several innovative developments, including a unique approach to casework management called REMIT (Refuge Electronic casework and Management Tool) that has greatly reduced bureaucracy for staff and captured for the first time the range of service outcomes achieved by Refuge.

Jane has delivered numerous speeches and interviews to the national media to help raise awareness of the problem of domestic violence.
