Ray Beatty
Ray is a statistician with experience in financial planning and control, marketing and information systems as well as general management. His early career was with the NCB OR Branch where he developed external consulting for the NHS. As an independent consultant, he has worked extensively for the Audit Commission in Health and Local Government and the European Commission.
Ray's work with CSED includes the development of POPPI and PANSI and the FLoSC model for forecasting length of stay and cost in residential care as well as defining processes for effective demand management.
POPPI provides forecasts of the numbers and characteristics of people over 65 by council. With PANSI covering the 18-64 age-bands, POPPI and PANSI bring together vital information for planners and commissioners of adult social care. The 6,000 registered users cover every council and PCT in England.
