Hilary is Director of Policy, Voice and Membership at Women’s Aid the national domestic violence charity that helps up to 250,000 women & children every year and co-ordinates and supports an England-wide network of over 300 local services working to end domestic violence against women and children. Women's Aid keeps the voices of survivors at the heart of its campaigning work, and provides a range of training and resources and runs the Freephone 24 Hour National Domestic Violence Helpline in partnership with Refuge.

Hilary Fisher is a women’s human rights activist and has a background in policy development, leading exciting campaigns and building coalitions. She has worked in roles in the Third Sector in the UK for over twenty five years including as Director of the End Child Poverty Coalition and leading Amnesty International’s End Violence against Women campaign.

In 2012 Hilary led a major WAVE (Women against Violence Europe) study on Area D of the Beijing Platform for Action: Violence against women in the European Union for the European Institute of Gender Equality.

Hilary was a member of the Council of Europe Ad Hoc Committee 2008 - 2011 which drafted the new European Convention to Prevent and Combat Violence against Women and Domestic Violence. Prior to this Hilary was a member and then Chair of the Council of Europe Expert Task Force on Violence against Women 2006 – 2008, which recommended the drafting of a new legally binding Convention on violence against women.

Between 2006 and 2009 Hilary was a Co-Chair of the Women’s Budget Group an independent organisation which promotes gender equality through appropriate economic policy.

In 2008 Hilary was a member of the independent Social Mobility Commission established by the Liberal Democrats to investigate and recommend policy changes to enable children from disadvantaged backgrounds to fulfill their full potential.
