Lord David Lipsey
David Lipsey is a Labour peer. He was a member of the Royal Commission on the Funding of the Care of the Elderly, 1999, where he wrote the minority report. He chaired a BUPA-funded all-party working party on the subject in 2009-10, which helped pave the way to the setting up of the Dilnot Inquiry. He is a formere adviser to prime minister James Callaghan. He is a former member of the board of the Personal Investment Authority; a former member of the Council of the Advertising Standards Authority and has held academic appointments at Ulster and Salford Universities and the LSE. He was chair of the British Greyhound Racing Board.
