Neil Palmer, Partner, Field Fisher Waterhouse LLP

Neil’s core business is guiding public sector bodies through major change programmes. Neil is actively involved in the recent moves to mutualise public services and move to a culture of wider social enterprise. His experience includes advising on pathfinder social enterprises in the NHS including advising City Health Care Partnership on the transfer of front-line healthcare services provision from Hull Teaching Primary Care Trust (NHS Hull). Neil is currently advising on three further social enterprise projects in the NHS.
Neil speaks regularly on transformations in the public sector. He chaired a workshop on public sector reform on 15 October 2010 with government clients, and spoke at the National Audit Office sponsored conference on Restructuring Government in December 2010.
Neil is currently working with Graeme Nuttall in supporting the Government’s mutuals programme and has helped co-author a guide to mutualisation which is sponsored by the Employee Ownership Association.
