Joseph Gallion

Chief of Staff, Homeland Security Investigations, US Immigration and Customs Enforcement.

Joseph Gallion currently serves as Chief of Staff for Homeland Security Investigations (HSI) at U.S. Immigration and Customs Enforcement, Washington, DC. HSI is the second largest investigative organization in the United States and the largest investigative arm of the Department of Homeland Security, with approximately 10,000 employees, including more than 6,700 Special Agents assigned to 26 Special Agent-in-Charges offices in major cities, 182 other field offices throughout the United States, and 69 Attaché offices in 47 countries. As Chief of Staff, Mr. Gallion carries out the functions of Office of the HSI Director by ensuring that HSI’s investigative and intelligence strategies, initiatives and operations are effectively developed and implemented, through an administered budget of more than $2 billion. These functions support the targeting of cross-border criminal organizations who exploit America’s legitimate travel, trade, financial and immigration systems for illicit purposes. This includes the investigation of financial crimes, bulk cash smuggling; narcotics smuggling / trafficking, human smuggling / trafficking; commercial trade fraud and intellectual property rights crimes; cyber / exploitation of children crimes; immigration and document / benefit fraud; human rights violators; transnational gang activity; weapons smuggling; and, critical technology / export enforcement.

Prior to Chief of Staff, Mr. Gallion held other key management positions within ICE and HSI to include Assistant Special Agent in Charge for Ohio; Chief of Terrorist Financing Investigations; Section Chief of the Cornerstone Unit (ICE’s comprehensive financial sector training / partnership program); National Program Manager for Banks and Bank Regulators; and, Regional Program Manager for Terrorist Financing. At the field level he has worked as a Senior Special Agent; Special Agent; Senior Customs Inspector; and, Customs Inspector.

Mr. Gallion began his law enforcement career as an Inspector with the United States Customs Service in 1988. Throughout his 23 years of federal law enforcement, Mr. Gallion has conducted complex financial, narcotics and commercial fraud / intellectual property rights investigations and has extensively participated in the creation and development of anti-money laundering initiatives. He has continued to work as a subject matter expert in the field of International Money Laundering and has served as DHS’ principal to the U.S. Government’s Delegation to the Financial Action Task Force (FATF), an international body.

He graduated Magna Cum Laude from the State University of New York at Buffalo, with a Bachelor of Science degree in Criminal Justice.
