Patrick Horgan

Patrick Horgan has a background spanning business, diplomacy and cultural relations, combined with deep Asia/China experience. He is currently Counsellor (Education) with the British Embassy in Beijing and Director of Programmes for the British Council in the China Region.

Mr. Horgan was formerly Managing Director of APCO Worldwide in China, then subsequently Managing Director for EMEA-Asia Business (also with APCO), based in Brussels, serving as a link between APCO’s Europe and Asia operations. Mr. Horgan joined APCO after working at Jardine Matheson in Hong Kong from 1994-1998. Prior to that, he gained wide-ranging experience in various locations in the Greater China region, for international, local and joint venture companies.

Mr. Horgan served as Chairman of the British Chamber of Commerce in China from 2004 to 2006, and chaired the European Chamber’s IT/Telecom Working Group. His work has addressed investment and regulatory issues, such as the policy environment for foreign investment in China and the formation of technical standards. He is frequently quoted in the international media, and called upon for public speaking engagements.

He maintains a number of external advisory roles, including serving as a member of the China Advisory Council to the EU. In 2007 he was awarded an OBE by the Queen for services to the business community in China.

Mr. Horgan is a graduate of Oxford University, and a Mandarin speaker.
