Andrew Kouloumbrides

Andrew Kouloumbrides, Director, Regional Networks and IT Services, BT Government and Health

Andrew’s current responsibility is to lead the drive for growth in network and IT services business for Regional Government, with specific focus on making the underlying principles of the Public Sector Networks initiative a reality.

Previously, Andrew was responsible for the delivery and development of BT’s services to Local Authorities and Educational establishments in the geographic regions of East Midlands, East of England and South East of England.

Of specific focus was leading BT’s initiatives to deploy innovative technologies to drive improvement in services to citizens, supporting a more mobile and flexible workforce, whilst delivering efficiencies. He combined this activity with his expertise in establishing innovative risk/reward relationships between the public and private sectors to support his clients’ key agendas.

Andrew joined BT in January 2006 from Liberata, one of the UK’s leading Business Process Outsourcing companies, where he was a Director in the Public Sector group. He led the initiative to establish market leading propositions, delivering efficiencies, service improvement and regeneration across the public sector.

Prior to that, Andrew spent 18 years with LogicaCMG (CMG prior to the merger), one of Europe’s leading IT Services companies. In LogicaCMG, Andrew held the roles of Business Development Director in the Financial Services and Outsourcing lines of business, building long term, value based relationships with new clients.

He was previously a UK Board Director for CMG responsible for the Managed Services Sector. In addition to his UK focus, his responsibilities included establishing and driving the growth of the outsourcing function in France – including addressing the complex HR regime, covering the financial and all commercial sectors.

He has a strong background in Outsourcing. Prior to taking up a UK Board Position in CMG, Andrew spent a number of years as a Managing Director, working with CMG’s key Government and Ministry of Defence clients in the UK, establishing innovative commercial and service architecture arrangements.

Previous management roles in CMG were all in the Public Sector, primarily working with clients to establish and operate consultancy framework agreements as a means of delivering change and technical consultancy services.
Andrew is married with 2 young sons and lives in London. Outside of his family interests, he enjoys watching soccer (keen Arsenal fan) and scuba diving.
