Prior to joining IPO, Rosa was with UK Trade and Investment where she held a number of roles including work to market the UK internationally, action to boost the UK’s higher education export success, and to ensure that policy makers across Whitehall reflected the needs of exporters and inward investors in their activity.

Until 2009 Rosa was Director of Public Policy and Regulation of one of the UK’s largest banks through the financial crisis. This role followed a 20 year civil service career encompassing roles leading enterprise and manufacturing policy, stimulating change in approaches to public procurement, implementing legislation within the energy sector and shaping European policy issues.

Her civil service career began with a focus on delivery of services for the unemployed. Outside IPO, Rosa is a Trustee of the Whitehall and Industry Group. She also retains an involvement in her family’s industrial property business in Yorkshire.
